The licence spans portfolio management and investment advice, and the company frames it as the first copy-trading-specific authorisation of its kind in the jurisdiction.
Licence architecture
The FSP number is attached to London & Eastern LLP, not Pelican directly. That distinction is the first data point any integrating broker should audit: the FSCA record is tied to a specific UK-regulated entity, with Pelican positioned as the technology layer above it. The permissioned scope is narrow but consequential — portfolio management and investment advice — which pulls automatic signal replication across client accounts inside the regulator's perimeter rather than leaving it in a grey software-only zone. Pelican co-founder Mike Read drew that line directly in comments to Finance Magnates: when technology is facilitating investment decisions across multiple client accounts, regulatory oversight should be fundamental, not optional, and a South African regulated broker looking to offer copy trading through a regulated specialist technology provider now has, in his framing, a single option.
Stack and integration surface
Pelican ships white-label copy trading infrastructure across mobile, desktop, and API endpoints, with documented platform integrations covering MetaTrader 4, MetaTrader 5, and cTrader. For an SA-regulated broker already distributing FX and CFD products to retail, the due diligence is less about signal alpha and more about permissions classification: does the copy model trigger portfolio-management or advice status under FSCA rules? Under Pelican's UK and European operating model, auto-replication has historically pushed the service into regulated territory, and the SA authorisation replicates that structural logic rather than the looser "social trading as feature" framing used by some competitors.
What's still unverified
The press materials do not list the first broker onboardings under the licence, nor do they confirm which of the three advertised platforms — MT4, MT5, or cTrader — sit inside the FSCA authorisation envelope in practice. Brokers should treat FSP No. 55408 as a starting record, not a clearance stamp: verify the licence scope directly on the FSCA register, confirm the named entity matches the counterparty on the contract, and request from Pelican a matrix of which execution venues, account types, and platform builds the authorisation actually covers. The company has signalled that additional jurisdictional filings are in progress but has not published a target list.
London & Eastern LLP's UK domicile also pulls cross-border activity onto a second compliance track. Any operational staff or vendor partners moving between the UK and South Africa fall under the UK's electronic travel authorisation framework, which sits entirely separate from the FSCA file but can stall deployment timelines if left unchecked.
